First release of the Tidal PTC rewrite.

• Guardians book, move and cancel conferences from their dashboard; admins can book on a student’s behalf.
• Booking rules: school window and buffer, per-section eligibility, one conference per student per staff member, no overlapping conferences, translator request caps per language.
• Email notifications for booked, rescheduled, cancelled and updated conferences, plus a per-user reminder digest at a configurable lead time.
• Translator management: languages per school, translators with their languages, assignment to conferences, request list with CSV export (all requests or one translator’s schedule).
• Activity log for reservations, time slot changes, settings and sent notifications, with an admin page and per-slot history.
• Client-side translation plumbing and a per-user locale setting.
